Wyatt Ranches Los Robles Division Livestock Foreman, Walter Mencias, presents a $12,332.95 donation to Commander Danny Lorberau, who is also the President of the Coastal Bend Peace Officers Association, in support of of scholarships for the children of area police officers. The scholarship amount is $10,000 and the rest will go to purchase challenge coins for law enforcement.

AUSTIN, Texas — The Texas Senate passed a bill Wednesday that would create certain exemptions for law enforcement officers in the state's "deadly conduct" criminal code.
A similar bill, HB 2436, is being considered in the House. After former Austin Police Officer Christopher Taylor was convicted and sentenced to two years in prison for deadly conduct, Texas Representative Cole Hefenr says he's looking to make sure the charge isn't used against another peace officer by what he calls politically-motivated district attorneys.
The Combined Law Enforcement Associations of Texas argues deadly conduct charges were never intended to be used against police officers firing their weapons as part of their job. It was designed to punish those using guns to help commit other crimes.
Jennifer Szimanski with CLEAT says pointing or firing their guns is just part of the job for law enforcement officers.
"Law enforcement, unfortunately, has to engage in that on a daily basis." Szimanski said. “It could be a situation such as clearing a building on an alarm call, you're going to enter that building with your weapon drawn."
In Texas, there's a criminal charge related to firearms called deadly conduct. It reads, "A person commits an offense if he recklessly engages in conduct that places another in imminent danger of serious bodily injury.”
Szimanski says that as it is currently written, the law could be interpreted to make any cop guilty for just doing their job.
"Instead of just moving on and allowing that officer to continue working, they use this 'catch all' deadly conduct," Szimanski said.
Rep. Hefner says that simply isn't the law's intent.
"We’ve seen officers who have had to engage in deadly conduct with their firearm or whatever and be found innocent of murder, and then a prosecutor say we’re just going to prosecute you for deadly conduct," Hefner said.
He's pushing legislation that would carve exceptions for law enforcement using their guns within the necessary and legal scope of their jobs.
“We want to protect them in doing the official duties of their job from these prosecutors who may be a little bit politically motivated sometimes,” Hefner said.
Chas Moore with the Austin Justice Coalition says the legislation takes us backwards.
"We just want to make sure that cops, when they do something bad, can actually hold people accountable," Moore said.
He believes that officers relying on their guns so much is exactly part of the problem.
"They're just okay with, like, yeah, we have to use our guns anyway, or we shoot our guns every day,” Moore said. “We point our guns at people every day."
He fears that instead of holding cops like Christopher Taylor accountable, this bill would do the opposite.
“All the countless peace officers in Texas that have gotten off with some type of like, manslaughter or murder, and nothing's ever happened. But because one cop was actually held to justice, they say it's too much, and they go to the Capitol.” Moore said. "With this piece of legislation, I don't even see the point in trying to hold the cap accountable for when they overstep, which we know they do, because they always have done," Moore said.
The bill was left pending in the House committee after hearing testimony Wednesday. If passed out of both the Senate and House, the bill could be signed into law to go into effect in September.

What is so unique about this program is that it will be mostly conducted on a boat/vessel so the first responder does not feel enclosed, and that it will give him or her a chance to connect with nature and talk at the same time. This program will be extended to the family members, as well as the first responder.
